Social Forestry has accelerated since the issuance of Minister of Environment and Forestry Regulation number 83 of 2016 concerning Social Forestry. This policy has successfully reduced inequality in land management/utilization by the community. Several forest management accesses are provided to community groups through various forms of Social Forestry (SF) licensing schemes and the establishment of Customary Forests. Java Island Is choosen for the SF study because, first, Java is the most populous island in Indonesia, Second, SF development started on Java Island through the Forest Village Community Empowerment program carried out by Perum Perhutani in the 1980s. Third, the SF policy on Java Island is implemented more than in other regions in Indonesia, such as IPHPS (Social Forestry Forest Utilization Permit) and KHDPK (Forest Areas with Special Management).
