TWO weeks after the fall of Baghdad, the top concerns are maintaining the peace and rebuilding Iraq. Lootings have declined along with the return of members of the police force. Meetings to discuss Iraq''''s future were also held in several places, and thousands of Iraqis have demonstrated demanding the right to self-government. At the same time, the interests of the major powers are increasingly evident.
